Panagiotis Liargovas is a Professor of Economics and the Head of the Department of Management Science and Technology at the University of Peloponnese. Highly relevant to the Summit’s focus on policy and regulation, he currently serves as the Scientific Director of the study “Assessment of Harm Reduction Tax Policies,” conducted by the Centre of Planning and Economic Research (KEPE). Professor Liargovas has an extensive and distinguished background in public finance, taxation, and policy evaluation. From 2019 to 2025, he served as the Chairman of the Board of Directors and Scientific Director of KEPE and the National Productivity Board. Prior to this, he played a pivotal role as the Head of the Parliamentary Budget Office of the Hellenic Parliament (2012–2018). His vast advisory experience includes strategic roles at the Greek Ministry of Finance, the Ministry of Foreign Affairs, and the Municipality of Athens, as well as serving as an expert for the European Commission’s Directorate-General for Regional and Urban Policy (DG REGIO). He holds a Bachelor’s degree from the University of Athens and completed his postgraduate and doctoral studies at Clark University (Massachusetts) as a Fulbright scholar. He has taught at numerous prestigious institutions, including the University of Bologna and the University of Strasbourg. He also serves on the Board of Directors of Credia Bank. An active researcher, Professor Liargovas has authored over 20 books and published more than 100 articles in international academic journals.
